Köksal Bayraktar was born in 1941. He graduated from Galatasaray High School and earned his law degree from Istanbul University Law School in 1965. He became an assistant in Criminal Law at this School.
 

He earned his PhD in 1971 with the thesis work titled “The Doctor’s Criminal Law Liability in Medical Treatments”, then went on to earn the titles “Assistant Professor” with the thesis called ”Inciting to Commit Crime” in 1975. Bayraktar received the “Professor” degree in 1981 with the thesis “Political Crime”.
 

While working at Istanbul Law School, he has published numerous articles and books. The article “Legal Disputes Arising From Birth Control, and their Solutions” was written with Atty. Ali Riza Okur, who won the Istanbul Bar Association’s Award.
 

In 1999, Prof. Dr. Bayraktar left Istanbul Unıversity Law School and joined the academic staff at Galatasaray University Law School’s Department of Criminal Law and Criminal Procedural Law. Prof. Dr Bayraktar was appointed Dean of Galatasaray Law School in 2006, serving until 2008.  After his retirement in 2008, Prof. Dr Bayraktar moved to Yeditepe University Law School, where he has taught undergraduate and postgraduate courses in Criminal Law. Prof. Dr Bayraktar also contributed to the formation of a criminal law library in the same School.
 

Prof. Dr Koksal Bayraktar and Prof. Dr Duygun Yarsuvat established the Centre of Criminal Law, Criminology and Human Rights at Galatasaray University. Prof. Dr Bayraktar worked on the publication of the monthly legal journal “The Law Today” between 2004 and 2019, during which time he regularly published articles. He worked on establishing and developing the Turkish Criminal Law Association, serving as both General Secretary and President. He also served on the Science Committee of the International Association of Penal Law. (AIDP/IAPL). Prof. Dr. Bayraktar once became the Vice President of Galatasaray Education Foundation.     
 

Prof. Dr. Bayraktar, in his long academic life, has authored several books and academic research works.
 

While working as an attorney, he collaborated with young criminal law academics to prepare the 11-volume book “Criminal Law Special Provisions”. His other works in the field include scientific articles, reviews and newspaper writings.
 

Recently, the 4th edition of his book, “The Rule of Law,” was published. Prof. Dr Bayraktar has continued in practice at Bayraktar Law Firm.
